Construction Site Runoff Control
An MS4 operator shall develop an SWQMP that includes a commitment to develop, implement, manage and enforce an erosion and sediment control program for construction activities that disturb one (1) or more acres of land within the MS4 area.

Controls include: Appropriate site plan review and inspection of new construction.
Require implementation of State and County erosion control regulations.

Post-Construction Storm Water Management
An MS4 operator shall develop an SWQMP that includes a commitment to develop, implement, manage, and enforce a program to address discharges of post-construction storm water runoff from new development and redevelopment areas that disturb one (1) or more acre of land or disturbances of less one (1) acre of land that are part of a larger common plan of development or sale if the larger common plan will ultimately disturb one (1) or more acres of land within the MS4 area.

Controls include: Appropriate site plan review and inspection of new construction.
Require implementation of State and County erosion control regulations.

The City of Kendallville's General Ordinance #987 affirmed Noble County, State of Indiana the right to enforce Noble County Drainage and Erosion Control Ordinance since 2002.

Site plan review and inspection of new construction is implemented by Noble County. Personnel from the Noble County Surveyor's Office enforce the Noble County Drainage and Erosion Control Ordinance in the City of Kendallville  MS4 area.
